    This year marks the NHS's 75th anniversary, and is an important moment to look back at where the service has come from, consider where it stands today and to look forward to how it needs to change to meet future needs. This report from the NHS Assembly draws on the feedback of thousands of people who have contributed to a rapid process of engagement with patients, staff and partners. It aims to help the NHS, nationally and locally, plan how to respond to long term opportunities and challenges.     In December 2022, Public Policy Projects brought together oncology experts and key stakeholders for a roundtable to discuss how effective partnership working in healthcare environments can reduce health inequalities in breast cancer outcomes. The objective of the roundtable was to create a series of actionable insights and recommendations for health providers to create a more resilient health and care system and, ultimately, improve breast cancer outcomes in the UK. This document is a summary of the key outcomes, insights and recommendations that were generated from the roundtable. It is not an exhaustive report of facilitating and enabling partnerships to tackle health inequalities, but rather a particular view from a group of key sector stakeholders.

    The NHS is at a critical juncture in its 75-year history. With finances as tight as they have ever been, and a workforce stretched to breaking point due in part to spiralling demand from an older and sicker population and a shrinking labour pool, it is clear that things cannot carry on as they are. The time has come to think and act differently – at every level of the health and social care system – and to do so at pace. This long read describes five guiding principles that should inform implementing the NHS Impact approach to improvement at provider, ICS and national level to maximise the chances of success in the current climate. We also present recommendations for provider organisation, system and national leaders on the steps needed to translate these principles into sustained improvements across ICSs.

    This webinar shares the findings of a co-production project in Nottingham and Nottinghamshire Integrated Care Board (ICB) to remove barriers to shared decision making. The partners in the project were the ICB’s Personalised Care Team, the My Life Choices lived experience panel, the Patient Information Forum (PIF) and the Patients Association. Over the course of six co-production meetings, they developed simple resources to support patients and professionals to have better shared decision making conversations. Speakers discuss practical solutions to help patients and professionals get the most from limited appointment times which can be applied nationally.

    This Westminster Health Forum conference will discuss the next steps for diagnosis, treatment and management of conditions that cause chronic pain, and the priorities for supporting people living with its effects. Delegates will examine the development of integrated healthcare in local communities and developing best practice for delivering patient-centred care - as well as the support required for the health workforce to deliver quality care and pain management for patients. It will be an opportunity to evaluate the recent updates to NICE’s guidance for chronic pain management, and the development of integrated care systems in the context of the Health and Care Bill. There will also be discussion on alternative approaches to chronic pain management including psychological therapies, social prescribing and complementary medicine, with NICE commencing medical cannabis clinical trials for people with chronic pain. Overall, areas for discussion include priorities and next steps for: long-term management of chronic pain conditions improving diagnosis and treatment of chronic pain, and developing person-centred community care widening awareness and understanding of chronic pain conditions understanding risk factors for developing chronic pain conditions, and approaches to prevention supporting the wellbeing of people living with chronic pain, and improving access to mental health services new, diverse treatment programmes for sufferers of chronic pain regulation and guidance for new treatments for chronic pain.     On 23 June 2022, National Voices is holding an all-day conference, as we explore the topic of Integrated Care Systems (ICSs), on the eve of ICSs becoming statutory bodies that cover the entirety of England. Now is the right moment to identify the changes we want to see as a result of this fundamental shift in the way the health and care system is organised. We want to see better, more equal outcomes for people, especially those not currently well supported by existing models. We also want to see more coordinated and effective care that enables people to live well, with fewer barriers between communities and formal services. The day will consist of high profile, topical panel discussions and engaging workshops. During the conference we will have a number of expert speakers joining us, including the keynote speaker, Matthew Taylor, Chief Executive of NHS Confederation, and of course National Voices Chief Executive, Charlotte Augst. A series of workshops will cover crucial topics, including health inequalities, social prescribing and others to be confirmed. We look forward to welcoming a range of individuals and organisations to this event, which will offer an opportunity for the Voluntary, Community and Social Enterprise sector to have constructive conversations with system leaders; ensuring that people and communities are involved appropriately and that the result of the new ICSs is a positive impact on the way people experience healthcare.     This report by the Tony Blair Institute for Global Change looks at how the NHS needs to adapt to meet the demands of the current population. It asks the questions, should we and could we go much further in fundamentally changing the design of how the NHS is run, highlighting two key societal changes that make change necessary: increases in our knowledge of how to stay healthy, and huge technological advances such as artificial intelligence.

    The Framework for Involving Patients in Patient Safety (PSP) identifies the requirement for individual organisations to develop local approaches to recruiting, working with and supporting Patient Safety Partners based on the principles provided. As integrated care systems (ICSs) are established opportunities for recruiting PSPs at ICS level to work across the system are being locally considered at system level. A focus group was held in May 2022 with Patient Safety Specialists from both provider and commissioning organisations to discuss the benefits and risks of recruiting PSPs at both provider and system level. This presentation is intended to support organisations when determining the most appropriate approach for their needs.

    ICS Futures is a roundtable series held by the Public Policy Projects ICS Network and chaired by Matthew Swindells, Chair of the North West London Acute Collaborative and former Deputy CEO of NHS England. The Network is made up of senior leaders from across the health and care sectors. The Network convened for three Chatham House roundtables between 16 May and 17 June 2022. The objective of discussions was to highlight challenges and opportunities in integrated care based on real-world examples, to scale best practice and provide ongoing practical advice for system leaders and care providers. Thoughts were also given on key legislative developments, with some national policy recommendations highlighted. This document summarises the key findings and recommendations from each meeting. It is not an exhaustive description of health and care system leaders’ views but rather provides a snapshot into the thoughts and concerns of a specific cohort of senior stakeholders

    The NHS in England is about to be reorganised. In April 2022, government passed the Health and Care Act 2022 – the biggest legislative overhaul of the NHS in a decade. The centrepiece of the legislation are integrated care systems (ICSs) – area-based agencies responsible for planning local services to improve health and reduce inequalities. From July 2022, England will be formally divided into 42 ICSs, covering populations of around 500,000 to 3 million people. ICSs have existed informally since 2016, but – until now – lacked formal powers. ICSs face a mammoth task. Staffing shortages in the NHS are chronic, record numbers of people are waiting for routine hospital treatment, and health inequalities in England are wide and growing. But these challenges are not evenly distributed between ICSs – and some systems are better equipped to deal with them than others. Policymakers have allowed some flexibility in how local systems have been developed and organised, which means they vary widely in size, structure, and other characteristics. In this long read, The Health Foundation analyses publicly available data on some of the characteristics of ICSs and context in each area – including the organisational and policy context, health challenges, and capacity within the health care system to address them. It compares areas and discusses implications for policy.

    Cheshire and Merseyside Health and Care Partnership has published this consensus document on the interface between primary and secondary care. It aims to ensure healthcare providers ensure access to the right care to give patients the best outcomes. It contains a set of clinically-led principles to ensure pathways have a common structure of good quality, patient-centred communication. It includes a number of guiding principles that encourage staff to ensure: the patient is at the centre of decision making actions taken are completed in a timely way actions are undertaken by the most appropriate individual or team decisions and actions are understood by all.

    This guidance provides further clarity to guide the development of quality governance arrangements in integrated care systems (ICSs), particularly System Quality Groups (SQGs), which all ICSs must have. It sets out the National Quality Board’s requirements for quality governance in ICSs. Provides model terms of reference for SQGs and place-based meetings. Outlines suggested relationships with the integrated care boards (ICBs) and local authority assurance in relation to wider quality governance. Provides advice on administrating SQGs, including conflicts of interest. Sets out key principles for the approach to risk management within SQGs.     Forty-two Integrated Care Systems (ICSs) in England are set to become new statutory bodies from July 2022, marking a significant shift in how health and care services are planned and delivered towards a model of joined-up partnership working and coordination. At the Health Plus Care conference on the 18 May 2022, Patient Safety Learning's Chief Executive Helen Hughes, Maggie Boyd, Associate Consultant at NHS Arden & GEM Commissioning Support Unit, Sue Braysher, Managing Director at Bluebellwoods Consulting and Graham Hewett, Associate Director of Quality at NHS South East London Clinical Commissioning Group, discussed the development of ICSs in the context of patient safety. They considered the opportunities and challenges that this presents and the need to embed patient safety in the culture, leadership and new governance structures. See attached their presentation slides.

    The last two years have been unprecedented for the NHS. The COVID-19 pandemic has presented a unique set of challenges and required innovative new ways of working to provide an effective response. As part of that response, the NHS adopted special payment arrangements for 2020/21 and 2021/22, removed the requirement for trusts to sign formal contracts and disapplied financial sanctions for failure to achieve national standards. The Commissioning for Quality and Innovation (CQUIN) financial incentive scheme was also suspended for the entire period. To support the NHS to achieve its recovery priorities, CQUIN is being reintroduced from 2022/23. This document sets out the requirements for all providers of healthcare services that are commissioned under an NHS Standard Contract (full-length or shorter-form version) and are within the scope of the Aligned Payment and Incentives (API) rules, as set out in the National Tariff and Payment System. These requirements take effect from 1 April 2022.
