    Fully agree - elective doesn't mean patients choose to have the surgery; joint replacement should have the same priority standing as cancer surgery. Of course joint replacement doesn't have the 1 and 5 years cancer survival targets; and if it doesn't get measured its sure not to get done. The cancer targets are easy to manipulate for political gain - see lead time bias definition - Search (bing.com)
