	Recommendations
</h4>

<ol>
	<li>
		 A cross-government commitment that prioritises and invests in the first 1001 days is needed. Spending needs to be seen as a capital investment in our nation’s future, rather than as a cost.
	</li>
	<li>
		A much greater focus on prevention and early intervention is needed to support all people to lead healthy and fulfilling lives.
	</li>
	<li>
		The important ‘health’ contribution of health visitors needs to be maximised. The benefits of a well-resourced health visiting service accrue across the health system (to the NHS, GPs, urgent care, as well as public health).
	</li>
	<li>
		A national plan to strengthen health visiting in England, focused on three areas: funding, workforce and quality.
	</li>
	<li>
		Close the temporary Covid-19 amendment to “count” non-face-to-face health visiting mandated contacts in the national health visitor service delivery metrics for England.
	</li>

	Neonatal assessments, including the Apgar score, a quick observation test used to assess babies minutes after birth was developed in 1952, and is now considered out of date by many healthcare professionals. Based on a score of 1 to 10, with a high Apgar score indicating good health for babies, minutes following birth, the assessments are used as standard by healthcare professionals regardless of a baby’s skin tone and can give misleading scores.
</p>

<p>
	It comes as the independent health body announces the results of a commissioned review undertaken by Sheffield Hallam University which highlights a number of ‘reliability concerns’ around three current neonatal assessments and perinatal practices – the Apgar score and the detection of cyanosis and jaundice.
</p>

<p>
	It calls for immediate update of maternity guidelines that refer to assessments by skin colour and the increased use of screening tool devices, including oximeters and bilirubinometers. Urgent research is also needed which focuses on enhancing the reliability of these tools especially for darker skinned babies.

		The number of admissions to paediatric intensive care across the UK and Republic of Ireland (ROI) increased by 11% from 16,540 in 2020 (following the start of the Covid-19 pandemic) to 18,320 in 2021.
	</li>
	<li>
		Two-thirds of admissions to PICUs occurred in those aged under 5 years, with just over two in five admissions aged under 1 year.
	</li>
	<li>
		The proportion of admissions which were of ‘Asian’, ‘Black’ or ‘Other’ ethnic minority origin increased from 17% to 25% between 2019 and 2021 with the proportion classified as ‘White’ also increasing from 62% to 63% over this period.
	</li>
	<li>
		The report also contains a number of national recommendations as well as resources to support improvement.
