DESCRIPTION:\n	The white paper outlining the future for the NHS has been
	 published. It shows that ICSs will be NHS-only statutory bodies in two-bo
	ard systems where two boards are better than one: one for money and decis
	ions\, a second for partnerships and strategy\, alongside many other shift
	s in the way the healthcare system will operate.\n\n\n\n	Will all this wor
	k? Certainly much of the pain of trying to run a managed system within a m
	arket-legal framework will be gone. The hope is that many of the tedious c
	ommittee arrangements that stifled proper governance can be done away with
