	 retraining offer - funding\, scope\, and engagement with industry and the

	\n	\n\n	The discussion will also look ahead to:\n\n\n\n		the role of the N
	RS in dealing with medium term skills needs following the COVID-19 pandemi
	c\n	\n	\n		the establishment of the Government’s new £2.5bn National Sk
	ills Fund prior to an expected consultation on the fund which will look at
	 long term skills needs\n	\n	\n		wider issues around lifelong learning\n	\
	n\n	Funding\n\n\n\n	With concerns being raised by some in the sector\, and
	 with projected costs for both the National Retraining Scheme and National
	 Skills Fund yet to be outlined - delegates will discuss:\n\n\n\n		cost ex
	pectations\n	\n	\n		sources of funding\, including the potential balance o
	f contributions from government\, employers\, and users.\n	\n\n	Size and s
	cope\n\n\n\n	Discussing what has been learnt so far from the National Retr
	aining Scheme\, with:\n\n\n\n		pilots initially focused towards adults in 
	low-skilled work and occupations susceptible to automation\n	\n	\n		the fi
	rst phase of the Scheme ahead of full rollout available only to adults age
	d 24 and older\, qualified below degree level\, and within a certain wage 
	threshold.\n	\n\n	Inclusivity\n\n\n\n	What will be needed to develop progr
	ammes that:\n\n\n\n		adapt to user needs\n	\n	\n		ensures high take-up\n	\
	n	\n		secures the involvement of hard-to-reach groups\n	\n	\n		serves thos
	e who are otherwise unlikely to receive retraining - particularly those la
	cking the time\, money\, and the confidence or necessary skills to retrain
	.\n	\n\n	Strategic aims\n\n\n\n	How to achieve the overarching objectives 
	of both the NRS and National Skills Fund\, for:\n\n\n\n		creating a cultur
	e of retraining and lifelong learning\n	\n	\n		overcoming the barriers tha
	t adults face to retraining - looking at the roles of: \n		\n				careers a
	dvice and guidance - and how it will need to develop\n			\n			\n				qualif
	ications and awarding bodies.\n			\n		\n\n	The changing skills landscape f
	ollowing the pandemic\n\n\n\n	With the Government increasingly focusing on
	 digital skills across the spectrum\, we expect discussion on: \n\n\n\n		t
	he contribution of the National Retraining Scheme to maintaining and updat
	ing the digital literacy of the workforce\n	\n	\n		opportunities for retra
	ining in data science and artificial intelligence skills\, with plans for 
	this to be supported by the Adult Learning Technology Innovation Fund\n	\
	n	\n		the shape that the National Skills Fund should take to support long 
	term skills needs following COVID-19 - including how: \n		\n				the Fund c
	an complement existing support which is available \n			\n			\n				support 
	employers - particularly SMEs\n			\n			\n				how the Government can ensure
	 the best possible return on investment.\n			\n		\n\n	Broader economic imp
	acts\n\n\n\n	With the National Retraining Scheme and National Skill Funds 
	widely considered as a response to work automation\, we also expect discus
	sion on: \n\n\n\n		how the programmes can be designed to combat macro-econ
	omic challenges\, such as skill shortages\, productivity issues\, and labo
	ur mobility\n	\n	\n		examples of how retraining is being approached outsid
	e the UK.\n	\n\n	Developments that are relevant to the discussion:\n\n\n\n
			The first phase of the NRS - in the Liverpool City Region\, the West M
	idlands Combined Authority\, the Leeds City Region LEP\, Cambridgeshire an
	d Peterborough combined authority area\, the Heart of the South West LEP a
	nd the North East LEP.\n	\n	\n		The forthcoming Government consultation on
	 the establishment of the National Skills Fund with a report by City and G
	uilds recently calling for government to release and redirect £3bn in fun
	ding assigned for the National Skills Fund to support those that have lost
	 their jobs as a result of the COVID-19 pandemic.\n	\n	\n		The announcemen
	t by Government of reforms to Higher Technical qualifications to improve s
	upport adults seeking to retrain and upskill\, including new qualification
	s from September 2022 with a Government quality mark.\n	\n	\n		Launch of t
	he new digital service ‘Get Help to Retrain’ last year and the recent 
	issuing by Government of a tender as part of the NRS for groups of employe
	rs\, providers and local authorities to deliver a new training model in th
	e digital sector with the partnership providing 12 week courses.\n	\n
